Registry cleaner and optimizer?

I am running Win XP Pro

Is there a reliable, safe, inexpensive cleaning program that gets rid of
unnecessary clutter in the registry and temp files? I like to keep my
computer free from clutter.

Win 98 even had a Dos facility for optimizing the registry. Is there any
such thing in Win XP?
