I have problems on registry and folder options. In Control panel, it
desappears folder options icons, and I can't open registry, if I try to it,
my computer restarts.

Run: chkdsk /f
for starters. Tehn consider doing a repair installation. If th
registry can't even be accessed without a restart, you have problems
Does anything alse cause a restart

I had this problem after Windows Update KB 900725 which inserts a new
version of Shell 32.dll. I could not fix it in the Registry and the quickest
solution is likely to run an in place repair install (that is start it from
with in Windows) as suggested above

Well Microsoft DID supply a registry cleaner but dropped it after Windows
98.

In my experience a good registry cleaner is very useful for experienced
users if there has been a system crash and likely safer than Regedit the use
of which in the wrong hands is a short cut to disaster. I agree with Bruce
that cleaners that make changes without first asking the users permission
are dangerous.
A good cleaner that used to be free is JUV's Power Tools now marketed by
Mace.
