I have a new Dell, with XP installed. During the activation, I was asked to
register Windows XP, but the Registration site was not available. I finished
the activation. Now, I have tried to register, using the registration wizard,
and each and every time, the registration sit is not available. Any
suggestions?

There is no need to register your Dell version of Windows XP.
Dell, not Microsoft, is responsible for Windows XP support.

Is the implication "No registration, no support"?

No. Microsoft does not offer free technical support for preinstalled
OEM versions of Windows XP. The manufacturer of your computer
that preinstalled Windows XP is responsible for technical support.
If Windows XP was already installed on your computer when you purchased it,
contact your computer manufacturer.

It sounds like your "No" is a confirmational "no" rather
than a negative "no", yes? :-) As in "Yes, there is no
support without there having been registration, and for
OEM-supplied software, there is no registration.", no?
