Registering pages

Hi to everyone,
Sometimes, I cant register a web page on my desktop. Why?

Like this one:

I doubt there is special scripting on it...

In the browser File menu Register has.
IE register the page with a folder containing the accompanying
images, scripts, css, etc. with something like this

As Tom said what you mean with register (where you click to get
this option),
do you mean Save As or View Source or Work off line?.
