regedit

When I try to open regedit, it says "regedit has been
disabled by the system administrator". I am the system
administrator and don't know how to enable it.

click on run. In open box, type Regedit then click ok

This is symptomatic of a virus infection. Scan with current antivirus
using updated definitions.
