When I run this batch file: "regsvr32 /s some.dll" the
spyware window asks if I want to allow this, I click
Allow and the dll is NOT registered. I had to close the
spyware program before running the batch file. Is this
normal or is this a bug?

You are seeing a bug.

When you run a script, get prompted, and respond, the default directory for
the execution of the script becomes \system32

So--unless you've included full paths to everything involved in the script,
it'll have unexpected results--and perhaps even then!
