refresh rate to fix flickering LCD

my new LCD in my laptop recently started flickering.
lowering the resolution resolved the problem, but its's
too large for my laptop screen. increasing the refresh
rate from 60-80 Hz did not resolve the problem.
Can I increase the refresh rate higher without damaging
the hardware or LCD? perhaps it's the slow refresh rates
that the LCD can't handle?

This is very likely to be a problem with the LCD itself. Due to their
design, the optimum refresh rate for an LCD is 60 Hz. There is nothing to be
gained from running it at any other refresh rate.
