Reformat NTFS Harddisk with Windows XP

Just acquired a HP notebook with XP installed in NTFS
formatted hard disk. Would want to reformat hard disk and
partition it to enable me instal win98 for some
applications I use. Start Up disk in existing XP does not
contain the necessary commands for this. Any advice
 
You can buy a third party program like Partition Magic and resize your
current drive and format a new partition with FAt32 for Windows 98, or you
can format the whole hard drive and partition in the Windows XP Setup and
then install Windows 98 to that second partition made during the XP Setup.

Have you tried running the 98 applications using the compatibility mode?
Right click on the program shortcut or EXE and select properties, then the
compatibility tab.
Because formatting the hard drive on the laptop could remove the ability to
restore the system back to it's shipped state, I would suggest using third
party partitioning and boot manager software. The restore files are on
hidden partitions and folders on the hard drive, and depending on the model,
HP did not ship with restore CD's.
Depending on the size of the hard drive, make a partition for 98 around a
couple of gigs, and if you have lots of space, create another fat partition
to use for applications to install to and for data that can be shared
between the two OS. XP will be able to access all partitions, but 98 will
only see the fat partitions.

You need to use the Win98 startup floppy (without CD support at boot)
and use its FDISK - say Y to 'Large disk support?' Use that to delete
the 'non-DOS' NTFS partition(s) and make a new FAT 32 one for Win98.

If you intend to dual boot, I would make that no larger than essential,
and once it is installed, run the XP CD from it; enter Install, change
to New Install, and when it asks where, create a new partition for the
XP, which can be NTFS (you may need to hit ESC to get this available) -
carry on and it will set up dual boot automatically
