#ref! error. End-user moving precedent cell. Prevention?

I created a sheet which is used by the end users to list the production in
their department. I have cells with in the sheet that refer to other cells.
All calculations work great until the end user cuts a precedent cell to a new
location. Once the cell has been moved to a new location the #ref! error
appears. I tried protecting the sheet and using the "$" to lock the cell
reference location but neither technique worked. Please help.

I am using Excel 2002.
 
The $ only locks the cell reference in the formula. If you move the cell the
cell reference in the formula will not change. For example =C8*$B$4 if the
contents of cell B4 and moved to A5 then the formula will not change. The
only way I can see in order to get around the #REF problem is to move the
cell using the black border as this should update the cell reference if it is
moved, rather than cutting the cell
