reducing text size

I customised the font DPI on a new laptop (Vista). This took effect but is
too large now and means that it's impossible to see whole pages AND there are
no scroll bars visible to navigate the page. I am unable to revert to the
original text size because, although I select the option, I cannot access the
bottom of the box where it says Apply. I have right clicked on the toolbar
icon and found a Move option - but this only moves horizontally - the part I
need is still inaccessible. PLEASE - how can I access the vital button I
need?

Right-click desktop > Personalize > Display settings

Switch (temporarily) to a higher resolution and change your dpi settings.
Switch back when done.

Can you grab the top bar and pull it down to make the area smaller and
then drag the page up to get there?

Obviously the window cannot be in full screen mode at the time
 
I still had the same problem of not being able to access the button I needed
but, when I lost my temper and pressed Enter, I achieved what I wanted! It's
now sorted. Thank you.

Hehe, good for you and thanks for the tip, perhaps moderate temper loss
is not such a bad thing.

If this happens again, there is an old trick you can use.

Press ALT+SPACEBAR. This will make the standard menu appear.
Press the 'M' key. This will make a four way arrow appear.
Use the 'Arrow Keys' to move the window until you can the buttons.
Tap the left mouse button once to release the window.
