Recyling bin appears empty even after deleting items

Hey. This is been like this as long as I can remember,
but when I click on my recyle bin, the folder comes up
and it says 0 items, and there is nothing displayed. This
happens everytime, even when I just deleted a few files.
The files aren't too big for the recyle bin, they are
just documents, or even desktop shortcut icons. Any
ideas? Thanks.
 
With the standard recycle bin, not everything deleted goes there. That's why
Norton and Ececutive software make a lot of noise about "their" add-on that
DOES trap everything.
