Recycler and Systems Volume

Hello guys
I am somewhat confused what this hidden files meant.....
You can't see it by default but you if view the hidden files, its
among the shadow files...
Recycler and Systems volume which I tried to delete i... and most of
the time its difficult unless I use the utility UNLOCKER to remove it.
But it keeps on returning.
I had scanned it with various AV software but was not found to
malicious; then what is the use of this files...

Recycler is used to store deleted files in case you made a mistake
any need to undelete/recover the file or files.

System volume information folder is used to store System Restore points.

The System Volume Information folder does contain System Restore points,
which can be removed safely by using the third option on the More
Options tab in Disk CleanUp. This removes all but the latest restore
point. Turning off System Restore and turning it back on deletes all
restore points but is less satisfactory because it leaves you with no
restore points. The System Volume Information folder also contains some
other small important system files and for this reason you should NOT
attempt to delete the folder.
