Recycle bin show empty in Explorer but isn't, and files won't delete until reboot

I've been having trouble with the Recycle Bin on my Windows XP SP1 system
ever since I restored an image of the drive about 2 weeks ago. At that
time, I did so with my external drives off as Acronis True Image has
problems detecting them when they are on and it is booted using the
rescue media.

Now, the first time I go to delete files from the Recycle Bin,
it empties properly. But on subsequent deletes, I get an error
message such as "Cannot delete Dc3: Access is denied. Make sure
the disk is not full or write protected and that the file is not
currently in use". This also seems to muck with some files I'll
try moving: it will be moved, but a phantom file will remain in
the original folder which cannot be moved or deleted. Rebooting
seems to correct the Recycle Bin problem, while terminating and
restarting Explorer gets rid of the phantom files. I read somewhere
else that deleting the Recycler folder in Safe Mode will correct
a similar problem. Will that work here? I'm not ready to try
reformatting and reinstalling everything - that would take too much
time and effort for a minor annoyance such as this.
