Recycle bin icon not functioning

I am running Windows Vista Home edition, and the recycle bin icon is stuck on
full even when empty. I have restored both empty and full icons on the
descktop, but the icon still shows full. How do I get the full/empty mode
back?

excuse my asking, but how exactly did you restore them? By right-clicking
the Desktop -> Personalize -> (in the left panel) Change desktop icons?

First, return the icon to the default Recycle Bin icon. Then, create a
blank text file in notepad and save it. Delete the file, right click the
recycle bin and click empty, that should resolve it.

This is sometimes caused by a corruption within the recycle bin and creating
a new file, deleting it and then emptying it, usually clears this up.

If this doesn't resolve the issue, try using System Restore to take you back
to a time prior to when this began. Start Menu\Programs\Accessories\System
Tools\System Restore. While System Restore is meant to only restore system
settings and the registry to a specific point in time, you should make sure
your data is well backed up as a precaution.
 
Yes, that is what I meant by restore.
