Recycle bin appears empty

My recycle bin appears empty even after I delete
something. When I opt to empty the recycle bin it asks
me if I want to delete these 26 items, even though I
can't SEE anything in the bin. It's as if the files are
there but they are invisible.

Beth,

IMPORTANT: All the files deleted previously [present in the R.Bin] will be erased permanently.

Create a dummy notepad document and save it. Delete the file and let it go to recycle bin.
Now, empty recycle-bin

Solution 2: You may want to delete the Recycled folder or follow Kelly Theriot's repair solution. (Deleting the info2 file). You may need to restart Windows after that.
