Then you need to report those sellers to eBay (and PayPal if they're using
it). It is a violation of eBay's T&C and AUP to sell OEM software without
the original hardware - especially when all they're selling are expensive
coasters.
You can think of the HP recovery disc as a key designed only to unlock the
hidden partition (HP uses a hidden partition to store its OS and application
files) on the system it was sold with. There is *NO* software on an HP
recovery disc - it's merely a key to unlock the hidden partition which
contains the necessary files to restore the system to factory state.
What those sellers are doing is illegal (it's fraud).

HP Pavilions that ship with Microsoft Windows XP do
not come with Recovery CDs. Instead, they use a hidden
space (partition) on the hard drive to store the recovery
information.
If a "non-destructive" recovery will not work, then you'll have
to resort to a "destructive recovery" which will reformat the
drive, thus wiping it clean of all files before Windows XP is
reinstalled.
And what use will those be? They are for a full generic OEM or a standard
retail licence. They will *NOT* function with a proprietary recovery disc as
they have their own boot procedures.
I've used them on an HP with the unmountable boot volume error and it
worked. It won't hurt to try. Most HP's do not come with any kind of disks.
The restore files are on a hidden partition and all you have to do to access
them is to hit F10 when you first boot the computer.
