Recovery Console Does Not Detect Windows Installation

I'm not able to access the c:\windows when entering
Recovery Console. I would like to reinstall
c:\windows\system32\hal.dll, but I am receiving
an "access denied" message when I try to change from c:
to c:\windows.

Any suggestions?
