Recovery agent

I am trying to set up my administrative account as my systems recovery
agent but the help instructions lead to a dead end.
Once I go into MMC and add a Local Policy, the selections in the tree
are different than whats in Help.

I think that I need to create a certificate for the account but can't
find any documentation.
