somehow the Windows XP Professional administrator account has been deleted and non of the remaining accounts have Administrator Privledge....how can we create/restore an Administrator account?
How are you trying to access this account? By default, the built in Administrator account is removed from the Welcome Screen, once you create additional accounts. Press CTRL-ALT-DEL twice at the Welcome Screen, with no users logged on. You'll get the older Win2K style logon dialog. Once you've accessed the Administrator account, you can make it appear on the Welcome Screen.
