Record Deleted Bug?

In access 2003: when I access a database called "TYA Database" I get a
"Record is Locked: Error 3167." And can not access the database onto I
rename it. Something I discovered by chance, after a fruitless search for
the error message in the MSDN knowledgebase -- a wasted few hours!

Is this a new bug or a well-known one: a bug nonetheless!

(damn that voice recognition software gets a close but no cigar!).
