Receiving publisher files in Outlook

I have produced a newsletter in Publisher 2003. It's very long but goes out
nicely as an email (not attachment). One person using Outlook 2007 does not
receive it clearly; it is split up and does sometimes does not appear at all.
Is there a setting in Outlook 2007 that will enable her to receive the email
legibly? It seems to go to Outlook Express and Outlook 2003 very well.
