"Recall message" should be always accessible even in preview mode

If you've never used Recall message before (and sometimes even if you did)
it's amazingly hard to find this feature on this menu. And usually you need
to make this action ASAP (and in panic mode) it's simply more frustrating not
finding it.

Recall message is visible only when the sent message is opened. It should
always be available in the Actions menu if the message in the preview pane is
a sent message.

Message recall fails about 99.99999% of the time and usually merely lets the
recipient know there's something they should read more closely to find.
Avoid it.
