reboot on shutdown

A friend has a problem in that when they shut down, the computer shuts down
as expected and THEN does an unwanted restart. (running Home XP and on a HP
computer) (They are not clicking on restart)

I have checked using task manager and there is no active task... It looks
almost as if some software application was trying to do an installation,
didn't finish, and is forcing a restart. This has been going on for several
months.

The classic cause is a driver dying when asked to close, together with
'restart on failure' being set in my computer, properties, advanced,
startup & recover. Un-tick the latter box, and you'll probably get to
see what died.
