Rebellious network connection

When I first boot my PC (Win2k on Dell Laptop) the network
connection only shows that it is sending, not receiving
anything (attempts to access web or email verify that this
is the case). All I have to do is manually disable and re-
enable the connection and all works well. Any thoughts?

I have already tried blowing away the stack for the
connection and reinstalling the protocols and clients.
 
I've seen something similar with autonegotiaion problems.

Had to force the speed/duplex at the NIC & Switch and all was happy.
