reassigning a keystroke???

I am a disabled individual who previously had Outlook 2003 and was
able to bring up the character map with a two key sequence which made
it easier for me. I would like to make a shortcut command of Control+C
to again bring up the character map in Outlook 2007 which I now use. I
know about switching the keyboard layout but I would also like the
shortcut key if possible. Can somebody please tell me if this is
possible? Thanks.

CTRL+C is a universal command for copy. Why do you want to reassign it to
that?
Which character map are you talking about? If Insert-> Symbol, you can add
it to the Quick Access Toolbar (QAT) and then access it via ALT+<number>
