Hi wondering if Ishould be using Window Mail, one of the web-base email
program,or just use a web brower. What do you think?

I think you should use a Web Browser
since
all MS newsgroups are being shut down...
the only access will be with a web browser

Not exactly, there already existed local nntp2html bridges:
2 MS bridges, 1 for answers and 1 for the rest,

but I recommend Community Forums NNTP bridge
