Is there a regitry edit or a script that can be run on pc's to set read
recipts to always send a responce.
 
Yes, you can change the registry setting using a logon script or group
policies.

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\Mail -
receipt response 2= ask, 1 = never, 0 = always

The preview pane is stored with views, not in the registry AFAIK. You can
add the /nopreview switch to the startup shortcut to keep it from loading on
start. Users will still be able to use it though, if they want. Note that
disabling the preview for virus security reasons is not necessary - it's a
bit safer to use preview than to open messages to read them.
