Users probably cannot access the folders/files due to
NTFS permissions.
You must use the old DOS era command attrib to
query and modify the read-only attribute of folders.
The checkbox that shows for folders in the UI is a
switch used to manipulate the attribute on contained
files only. It is not the attribute of the folder.
