"Read only attribute" resetting itself

Recently, I have started having a problem with source
files using Visual Source Safe that have the "Read Only"
attribute unchecked in the working folder somehow. This
causes an informational dialogue box to pop up when
checking out the files stating that there is a "already a
writeable file" in the directory. I have checked the
attribute after checking in, and it will show the read
only box checked. But the next day it will be unchecked.
There is no reason that the read only attribute should be
unchecked for these files. Has anyone else seen this?

By the way, the files in question are used for a website
using IIS 5 and Front Page Extentions.... Im starting to
think Front Page may have something to do with it.. any
ideas?

I believe the explorer does something magic with the
read-only bit on directories.
