read only attachments

I have clients receiving both word and wordperfect
attachments in emails that are coming in as read-only when
they go to open the attachments. I have seen this at
different locations, with and without an exchange server
and using Outlook 2000-2003. Most of the attachments are
sent interoffice, so I know that they are not read-only
when sent.

So how do you fix the problem and keep the attachments coming in as
read-only
