If the connection to the server crosses over from one internet provider's
equipment
to another's before it reaches the server, and the connection uses port 25,
such
connections are often blocked to cause trouble for spammers. In this case,
you
need to ask Charter if you can connect using some other port instead, and if
so,
where to find the instructions for switching to the other port, since other
ports are
seldom blocked this way. See if this helps:

If you can't find a way to use another port, you may have to use webmail
instead of using Windows Mail.
