RE-start failure

Hi all,
When I click on START / TURN OFF COMPUTER / RESTART (or TURNOFF) my computer
does nothing. It was OK yesterday. I went to Kelly's Korner and tried
looking for the obvious but can't find just what I need to restore this
feature.
Any help/guidance will be very much appreciated.

Have you tried using System Restore to take you back to a time prior to when
this began? Start\All Programs\Accessories\System Tools\System Restore.
