Huh, I should not make any difference whether you are a local administartor
or a user part of the admins group. I suspect that the domain users are
being assigned some special policies through some GPO and that is why it is
making difference in your case. The logged on user being an admin is not
enough. The System account also should have permissions on the system root,
and other directories.
