I have installed vista home premium but have now decided that i'd like to
reformat me C drive. If i re-format and install vista again, will i use my
2nd and final activation and not be able to reinstall it on another pc?

No, that's not how it works. You should be able to activate again and again
on the *same* hardware. And even if Internet activation doesn't go through
[but it probably will], you can always do a telephone activation. Tell the
operator that it's going on the very same machine and you will get the
numbers.

If you are using the Vista Home Premium 'upgrade' media (DVD or CD-ROMs)
instead of OEM or Full, have a look at this before clean installing:

Not a problem. A clean install will need activation via the internet or
by making a phone call.

This part of your question does not make sense. There are some
additional license options available with Vista but the basic consumer
license is still one license/ one computer.
