Re-Installation of Windows XP

Hello---
I have an office of clients running Windows XP English with Chinese
Multilanguage Pack, however we only have Windows XP Chinese version.
Both VLK versions.

Is there a way to re-install over the english version with the chinese
version? If so, would this be painless to the end users?

No, I'm sorry there is no way to do this. If you want Chinese Windows
instead of English Windows, you'll need to do a clean install of the
Chinese Windows. If the workstations are all the same hardware, just do
one machine, image it, and apply the image to the others.
