Re-direct pages with end user parameters?

I have figured out how to redirect pages to scroll through reports in a loop
(Report A, redirect 2 minutes, Report B, redirect 3 minutes ....Report A,
redirect...). I have done this with custom page properties using refresh.

I am now being asked for the capability of an end user to change these
reports and redirects via an "administration page". Essentially management
wants to pick and chose which reports are in the loop and how long they stay
before refreahing to the next. They would like to be able to make changes at
will w/o webmaster. Is this possible?

How would I start this process?

Yeah - that's possible but it would require server scripting up the kazoo.
