The Pocket PC Emulator which ships with Visual Studio is the Pocket PC 2002
(non-phone) version. You will need to install the Pocket PC 2003 SDK to get
an emulator with the Phone Edition features. The Pocket PC 2003 SDK adds the
"Pocket PC 2003 Phone Edition (Virtual Radio) Emulator" to the target
devices list within Visual Studio.

There was not a Phone Edition emulator for the 2002 SDK.
