RDP Client not connectind to Server

I have several RDP clients that are not connecting to my
server. I also have several that are. All have the same
settings. The only thing that I can think of that is
different is some are running Win 98. Does anyone have
any suggestions?
 
When the clients cannot connect, are there any eventlog
messages on the server that occur? Also, when the clients
can't connect, can they ping the terminal server and
telnet to port 3389 on the terminal server?

Do you have a licensing server up, running and activated that your TS can
see? Do you have licenses available for the Windows 98 clients? Any errors
on the TS event log at the exact time they try to connect and fail?
