RAS config file

Is there a file that is stores all the routing
configuration for a w2k RAS Server (similar to the config
files in hardware routers)?
 
No there is no config file like that in Windows 2000. What are you wanting
to do?

try "netsh dump" It can do most of what you would need. You can not enable
the RRAS service using netsh but once enabled, you can configure using
"netsh exec"
