RAM Mystery - available physical memory gets smaller and smaller?

Any PC saviors out there?

Situation - Dell PC P4 -1.5Ghz- 256Meg RAM -- 40Gig HD (only 9 gig used) -- The amount of "available physical memory" in RAM keeps getting smaller - it got as low as 410 K at one point. When you check System Information - it may show 54 MEG, then you check again a few moments later and it shows 39 MEG (or some other number). The reductions are not the same number each time. I have run SpyHunter and removed 184 parasites. I have reduced the icons on the System Tray. I have removed unused programs on the C: drive. At one point I had 155 MEG available - the next reboot - showed 54 Meg.
The mouse gets slow. I now can not move files from C:My Documents to a CD drive (I could yesterday).

The only new software I had was a "Soap" program that I did not buy and have since removed.

I am not terribly "literate" about these issues and would appreciate any advice or guidance. Thanks Much!!!
 
You can use Task Manager and or Performance Monitor to see what process is
consuming the cpu/mem

which system information are you talking about?

open any folder and click help > about windows?
or right click on My Computer click on Properties > System Properties under General?
or Task Manager's under Performance Tab Physical Memory(K)?

If rirst two of info show smal memory like you said that weired.
check your physical memory module or Mother board.

If you talking about Task manger,
Download Startup control panel and use that to disable unwanted start up program.
also make sure your video carde are not share with main memory.
if your video chip are on board and share memory.
read your dell user's guide and make video memory small amount.
(also you can sak to dell tech support)
