Quotation marks give umlauts (double-dots) on vowels

If I type the apostrophe (') or the double quotation mark
(") before a vowel, the vowel (a,e,i,o,u,y) appears with an
accent over it. Can anyone please tell me how to fix this?
 
It would help to know what program the problem occurrs in. Have you looked
in the help for that program?

In Word the way you insert accent marks is by holding down Ctrl and pressing
apostrophe before hitting the vowel. I would suspect that your Ctrl key may me
stuck. Try turning the keyboard upside down and giving it a shake or applying
the vacuum cleaner to it. Worth a try.
 
Under regional & language options...change your keyboard to US English...the behavior you're seeing
is the US International keyboard.

Your keyboard layout is using the "US - International" layout which does
these 'dead key' effects for accents.

Go to Control Panel - Regional And Language Options. Take the Language
page and click Details.

There if you see United States - International under Keyboard for
English in the lower pane and no other layout, click on Add and search
for a different one, as appropriate (probably simple US) in the lower
drop down,

Then in the parent page, select this desired combination in the Default
Input language in the top drop down, Apply, OK and Apply any time it is
available on the way as you OK out. Then close and restart to bring it
into use.
