Quiet, Compact, Fast (Shutle XPC or ?)

I have bought Shuttle XPC SB61G2, P4 3.0 GHz, ATI AIW 9600
with intention to build reasonably quiet, compact, and fast HTPC.

But it is NOT quiet.
Power Supply (PSU) fan (40mm) is rotating at about 4500 RPM,
so my guess is this is the main problem.

Options:

1) Replace PSU with Shuttle SilentX.

2) Return SB61G2 and buy AOpen XC Cube EZ65

3) Return SB61G2 and buy Antec ARIA case when it comes in a few weeks.

4) ?

Any suggestions?

Are you sure it is the powersupply fan? I have an SB65G2 and the PS is
essentially silent -- it has two small fans, not much more than 25mm -- one
on each end, one exhausting air out the back of the case and one pulling air
in into the PS. The only other fan is the main cooling fan which moves air
across the radiator for the heat pipe. But even that fan is not overly noisy
at least as long as the BIOS is set for automatic fan speed control. When
the system is idling that fan runs at about 2200-2500RPM keeping the 3.0gHz
P4 at about 43C and when the CPU is running at 100% the fan turns around
3100-3300 RPM keeping the processor at about 54C. It is not overly noisy
(IMHO) in either condition. Do you have automatic fan control turned on
(assuming your system offers that option as mine does)?
