Questions about networking for a webserver.

Ok I do know some things about networking but not enough for this subject.
When I go to a site like myip.com to check my external address I think it is
reporting my router's IP. Reason for that line of thinking is because I'm
behind a router. But I'm not totally sure it is my routers IP. Also, I am
having some other question about my external IP if it is indeed my router's.
I also happen to of set my computer's IP to be static. But my question is;
How do I get a Dynamic DNS service to get to my computer which is hosting my
own website or audio stream but the internet wont see my IP. So what do I do
if I'm behind a router?
 
Correct. it may not be the router public IP. For example, I have Cisco PIX NAT for my desktop so that my router public IP and my desktop's public IP are different.

In my case, if I have DDNS point to the web in my desktop, I will setup DDNS pointing to my desktop public IP instead of the router IP.

First off, how do I tell if it is my router's IP and second what are my
options? And how should I got about getting my own external IP?

If you have a consumer level router, it is your router's IP that is
reported by sites such as whatismyip.com. If you want to use DDNS to access
one of your computers behind the router, you set up port forwarding in the
router for the appropreate ports (eg port 80 would forward to the computer
with the web server). So all port 80 http requests would to directed to
your router which would forward the request to the correct computer behind
your router.
