The Tools/Options drop down Menu is displaying a white background, rather
than the normal light gray.
I checked several other drop down menus and noticed the same thing. Is
there a setting that will restore the menu background color?

If I understand you correctly, that is a Windows setting rather than an
Excel setting. In your desktop, right-click and select Properties. Select
the Appearance tab. Click on Advanced. In the "Item" box, select "Menu".
There you have some options as to background color and font size and font
