How can I prevent a user from changing the computer name and changing what

For a non-domain box I would only allow that user to access the box with a
limited account. Require a password for login and change the password on
the admin account. The account they are currently using must have admin
privileges. A guest account or limited account can't change the name or
workgroup.

That'll do it but it's not exactly for the technically inexperienced or
unsophisticated user.

Don't allow the user to operate the computer with administrative
privileges.
