question on uploading dvd clips

If you download a movie to your computer, how do you take clips from the
movie that you dowloaded off a dvd to use for your music videos?
 
In what format is this "movie"? If it's a WMV file or AVI file, you can use
Windows Movie Maker... if it's an MPEG file, you should use other third
party video editing software.
