I would suspect the language setting as the culprit. When you set your encoding to "auto-select encodign for outgoing message" this may affect the mail. What happens if you set a specific encoding rather than let Outlook select it?

| Under Options--Mail Format--International Options, the preferred
| encoding for outgoing messages is "Western European (ISO)". Also in
| this dialog box, the first two options ("Use english for message
| flags" and "Use english for message headers on replies and forwards")
| are unchecked. The Encoding Option "Auto select encoding for
| outgoing messages" is checked.

| "When an HTML message contains picutures....." is checked. The
| Outlook Rich Text options is set to "Convert to HTML format", Plain
| text options automatically wrap text at 76 characters, and the
| "Encode attachments in UUENCODE...." option is unchecked.

| HTML. The option "Use Microsoft Office Word 2003 to edit e-mail
| messages" is checked, the option "Use Microsoft Office Word 2003 to
| read Rich Text e-mail messages" is unchecked.

| One more piece of info....this is an office that will send / receive
| information in Chinese.....perhaps there's a language setting that
| might be the culprit?
