My colleague has made a web page and there are numerous question marks
showing when viewing in the web browser. Some appear to be in place of
hyphens and some appear to be in place of spaces. If you want to look at the
site go to

Thanks in advance for any assistance

Sounds like a font substitution error. Did he use bullets, and they got
replaced?

I don't think so, the ? marks appear in some places where spaces between
words are supposed to be, if you look at the site you can see that some
spaces are there, others have a ? instead.

Some are also in place of apostrophes.

Create yourself a new test presentation with some of the same text as this one.

Turn off all of PPT's autocorrect options (Tools, AutoCorrect) and avoid
selecting and formatting any text differently from the surrounding text in the
same text box.

Export that to HTML and see if you run into the same problems.

FWIW, it's not a font substitution problem in this case; the font called for
is Tahoma and nearly everybody has that available; I do here, but I'm still
seeing ? marks.
