question about XP bootup files and a hard drive utility

I use a Samsung drive utility which is on on a floppy disk, and I have an XP
Startup floppy. In order to use the utility, I first I have to insert the XP
Startup floppy, then once DOS is loaded, switch to the utility floppy and
run the EXE file. I tried putting all files on one floppy but when I
inserted it, XP appeared to search the floppy, but then just booted to hard
drive as normal. Why? They're the same files just on one floppy, why can't
it tell?

You can't copy files from a boot floppy (or CD) and put the files on a new
floppy (or CD) and have the new floppy (or CD) boot.
You would have to put the files on the floppy that is already bootable.
There is an area on any medium that contains the information on the file
structure.
Boot information has to be written to this area.
You can make a bootable CD and put programs on the CD.

If this is the Samsung hd checking utility, from what I remember the
download created a dos bootable floppy
