You mean provide by the framework and not by a third party? There the answer
is no, you need version 2.0

Of course, you could write your own managed wrappers over the native API.

Sure. You can download DesktopSerialIO from my homepage, or you can use the
SDF code from www.opennetcf.org (it was designed for PocketPCs, but will
work with the desktop framework, too). Also, there is the Community Serial
control from Sax Software that is included in the (free from Microsoft) VB
..NET Resource Kit.
